Though he does act benevolent, he has little tolerance for failure, and is more than willing to have his subordinates punished for failing him. In addition, he's not exactly physically fit, so he has to rely on his smarts to get by... unless something inside of him, a being out of his control, briefly assumes total control over his body.

Cold and calculating, Oikawa appears to be a manipulative character; desiring nothing more than for an actual way to enter the Digital World, no matter who gets in his way. However, buried beneath this exterior is an incredibly lonely and depressive man; bereft of not only his childhood dream, but of his childhood friend as well. This, coupled with a certain someone else, has turned him incredibly obsessive to the point where he'd put the lives of children in harms way just to fulfill his dream.

From youth, Oikawa was the kind of character who frequently found himself getting bullied in school, due to his nature as an otaku over computer technology. Only one other person, Hiroki Hida, befriended him and bonded over fellow interests, which was mainly games and science-fiction in general.
One time, while they were testing out a new gaming system, Oikawa and Hiroki actually found themselves getting in contact with a strange place called the Digital World; being able to communicate with Digimon via their games. Whenever they got the chance, they would spend hours upon hours doing nothing but enjoying the time they could spend with their Digimon.
Sadly, this wouldn't last. Hiroki's father Chikara, fearing that his son was growing obsessive due to Oikawa's nature, forbade Hiroki from playing video games, and tried keeping the two friends apart. This resulted in the two growing distant, though there was always a wish to return to the Digital World; something Oikawa tried doing by becoming a computer programmer; working alongside one certain Mr. Ichijouji.
While Hiroki was glad that Oikawa wanted to do something with their childhood dream, even making promises that they'd enter the Digital World together, the former had started a family, and worried for Oikawa's mental health as he kept obsessing over such a place even into adulthood. Still, Oikawa's dream seemed to have some precedence after the Highton View Terrace incident, which he and Natsuko Takaishi investigated with the assistance of DATS, even if the organization's true agenda was hidden from them.
Things sadly escalated only a mere four years later; in the spring of 2006, Hiroki was killed by tossing himself in front of a bullet meant for a political bigwig, and Oikawa was absolutely devestated; not just for the loss of his best friend, but for the fact that he could no longer keep the promises they had made together. In a drunken, depressive state, he actually witnessed the Digidestined ascend into the Digital World to combat the Dark Masters, and wept for the realization that he and Hiroki likely would never experience the same sensation.
In this moment of weakness, however, a spirit-like embodiment began whispering information within his mind, and Oikawa's obsession grew absolutely destructive; to the point where he started forgetting why he wanted to enter the Digital World to begin with, and even failed to recognize Chikara when the older man wanted to apologize for having kept Oikawa and Hiroki separated.
Since then, Oikawa has gone underground; managing to effectively erase himself from the outside world's records in order to let himself appear incognito. He has appeared in public, of course, either to get a cup of coffee, receive his paycheck (as he's taken to working from home), and even attended the funeral of his coworker's son. However, he's created two agents to work in the Digital World for him, to weaken the barrier between worlds so he can properly enter the Digital World, without letting anyone know of his motivations...

Using data he has gathered from his computer coupled with recollections of a hallucination he once suffered from, Oikawa's created two digital agents to do his bidding in the Digital World, including getting a certain emperor into a certain position at a certain time...
The first of these agents, using the human psuedonym Lady Aruken, is the Ultimate-leveled Demon Beast Arukenimon. Dubbed the "Spider Queen" among Digimon, Arukenimon has the uncanny ability to control other insectoid Digimon via a special flute she keeps on her, and can use her individual strands of hair as makeshift weapons, and extensions of her own data. She is cruel and calculating, and much like a black widow, is not above to allure the simple-minded crowd before devouring everything she needs from them.
The second agent, using the human psuedonym Mumon, is the Ultimate-leveled Undead Mummymon. Dubbed "The Necromancer" by other Digimon, Mummymon uses his undead influence to summon souls of departed Digimon to fight for him, if he's not fighting the good fight himself. He's a lot more goofy than Arukenimon, which stems from an obsessive crush he's got on her, making him a bit less of a stick-in-the-mud, in exchange for being absolutely devoted to Arukenimon's cause.
